Il n&#039;y a que deux fa\u00e7ons de r\u00e9soudre cette affaire. L&#039;une est une entente n\u00e9goci\u00e9e ratifi\u00e9e par les membres du syndicat. L&#039;autre est une loi de retour au travail qui impose des conditions ou renvoie les questions \u00e0 l&#039;arbitrage ex\u00e9cutoire. Les deux parties ont tout int\u00e9r\u00eat \u00e0 trouver un terrain d&#039;entente, mais cela peut prendre du temps et mettre \u00e0 l&#039;\u00e9preuve la patience du grand public.<\/p>\n\n\n\n<p>Des milliers de superviseurs, de gestionnaires et de cadres de partout au pays sont cach\u00e9s \u00e0 la vue de tous. Ils sont eux aussi des fonctionnaires. Ils ont eux aussi \u00e9t\u00e9 touch\u00e9s par la mont\u00e9e de l\u2019inflation. Ils ont eux aussi des familles et des m\u00e9nages qui d\u00e9pendent d\u2019eux. Ils ont eux aussi besoin d\u2019augmentations de salaire.<\/p>\n\n\n\n<p>Les managers sont souvent la cible de clich\u00e9s sarcastiques. Pourtant, leur importance m\u00e9rite plus de respect et d\u2019attention. Les managers jouent un r\u00f4le essentiel pour d\u00e9terminer si les organisations du secteur public sont productives en d\u00e9finissant les priorit\u00e9s et les t\u00e2ches, en exer\u00e7ant un contr\u00f4le de la qualit\u00e9 et en interagissant avec les autres \u00e9quipes. Ils sont l\u2019interm\u00e9diaire entre la haute direction et la base. Ils sont essentiels pour d\u00e9finir la culture et les valeurs de l\u2019organisation et pour d\u00e9terminer si les environnements de travail sont inclusifs et sains. Ils jouent un r\u00f4le essentiel dans la fourniture de commentaires sur les performances et l\u2019identification des talents pour investir dans la formation et les promotions futures. Pour beaucoup d\u2019entre eux, l\u2019acc\u00e9l\u00e9ration des modalit\u00e9s de travail hybrides a apport\u00e9 de nouveaux d\u00e9fis et fait appel \u00e0 de nouvelles comp\u00e9tences. Leur travail peut \u00eatre exigeant et mettre \u00e0 rude \u00e9preuve la r\u00e9silience et le bien-\u00eatre.<\/p>\n\n\n\n<p>Par le pass\u00e9, les pr\u00e9occupations des cadres et des dirigeants ont \u00e9t\u00e9 mises de c\u00f4t\u00e9 lors des n\u00e9gociations collectives et les augmentations de salaire ont \u00e9t\u00e9 report\u00e9es bien apr\u00e8s que les syndicats aient conclu un accord. Les pr\u00e9occupations sp\u00e9cifiques des cadres ne sont prises en compte que de mani\u00e8re p\u00e9riodique.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.theglobeandmail.com\/canada\/article-union-leaves-bargaining-table-as-federal-workers-hit-picket-lines\/\">Plus de 155 000 fonctionnaires f\u00e9d\u00e9raux sont en gr\u00e8ve. Ces services seront touch\u00e9s<\/a><\/p>\n\n\n\n<p>Je pense que nous pouvons faire mieux cette fois-ci. J&#039;aimerais que la pr\u00e9sidente du Conseil du Tr\u00e9sor, Mona Fortier, s&#039;engage \u00e0 l&#039;avance \u00e0 mettre en place imm\u00e9diatement, \u00e0 la fin de cette ronde de n\u00e9gociations avec les syndicats, une augmentation \u00e9conomique \u00e9quitable pour les cadres. Mais elle devrait aller plus loin. Elle devrait s&#039;asseoir avec l&#039;Association professionnelle des cadres sup\u00e9rieurs de la fonction publique et \u00e9laborer un mandat pour un examen approfondi des enjeux du groupe de la direction, qui comprennent l&#039;approche de la r\u00e9mun\u00e9ration totale, l&#039;approche de la r\u00e9mun\u00e9ration \u00e0 risque, la structure du groupe de la direction (le nombre de niveaux) et les questions d&#039;inversion salariale entre les cadres et les professionnels qu&#039;ils supervisent souvent. La m\u00e9thodologie de classification des postes de direction doit \u00eatre mise \u00e0 jour pour le monde du travail des ann\u00e9es 2020.<\/p>\n\n\n\n<p>Elle devrait r\u00e9tablir le Comit\u00e9 consultatif externe sur le maintien en poste et la r\u00e9mun\u00e9ration du personnel de direction, qui a exist\u00e9 de 1997 \u00e0 2015, et le doter d\u2019une expertise de pointe famili\u00e8re avec les secteurs priv\u00e9 et sans but lucratif et la nature changeante du travail.<\/p>\n\n\n\n<p>J\u2019aimerais voir un engagement de la part de tous les partis politiques \u00e0 investir dans la capacit\u00e9 de la fonction publique et \u00e0 au moins doubler l\u2019investissement annuel dans la formation et le d\u00e9veloppement du leadership.<\/p>\n\n\n\n<p>L\u2019un des regrets que je porte \u00e0 mon poste de greffier du Conseil priv\u00e9 est de ne pas avoir attir\u00e9 davantage l\u2019attention sur ces questions. \u00c0 l\u2019\u00e9poque, le syst\u00e8me de r\u00e9mun\u00e9ration et la ronde de n\u00e9gociations collectives pr\u00e9c\u00e9dente ont cr\u00e9\u00e9 un contexte dans lequel le pr\u00e9sident du Conseil du Tr\u00e9sor a choisi de ne pas soulever d\u2019autres questions, comme c\u2019\u00e9tait sa pr\u00e9rogative. Nous sommes en 2023 et l\u2019attention se porte \u00e0 nouveau sur le processus de n\u00e9gociation collective.
